The European Commission has started the slow process of forcing Portugal to cut its budget deficit to comply with EU budget rules. Lisbon could be heavily fined for having a budget deficit of 4.1% of GDP. Eurozone countries are supposed to limit the debt to 3% of GDP. The disciplinary process will take years and it is thought Portugal will escape heavy penalties for political reasons. The country is the first to face action for breaching EU financial rules.
